Bell sells the bandwidth to companies like Primus and Shaw. Bell decides what the price is. There is no competition.

Its ridiculous how much they charge for the extra bandwidth per gigabyte, BUT the usage-based billing model isn’t the real problem, its the increase in price in general. Its just Bell’s way of saying “We are increasing our internet price for certain people.” If you use very little internet, you’re not getting a break either. So technically, its not usage-based billing, its more of a targeted price increase. Rogers is worse than Bell since they don’t give additional bandwidth options.
